What happened to the District's counties
The United States created the District in 1791 from land ceded by Maryland and Virginia, a square with 10-mile sides set aside as the seat of the national government. Until 1801 the Maryland and Virginia counties kept running the ceded areas. An act of February 27, 1801 then divided the District into two counties: Washington, on the land from Maryland, and Alexandria, on the land from Virginia. In each, the justices of the peace sat as a board, known as the Levy Court in Washington County and the County Court in Alexandria. The Alexandria side was returned to Virginia in 1846. An act of February 21, 1871 abolished the City of Washington, Georgetown and the Levy Court of Washington County and replaced them with a single government for the District, with no county or city level below it.
