Why does Georgia have 159 counties?
Georgia's first state constitution, in 1777, created eight counties from the settled coastal area. Each later constitution added more. According to anecdotal history, counties were kept small enough that a farmer in a mule-drawn buggy could reach the county seat, do his business and get home the same day. Small counties also paid off politically. Each county had at least one representative in the General Assembly, and many towns wanted to be a county seat for the courthouse, the jail and the trade they brought. From 1917 to the early 1960s, the county unit system weighted primary votes by county, which let rural counties control statewide elections. Peach County, created in 1924, was the 161st and last county. Milton and Campbell counties merged into Fulton in 1932, which left 159, the limit set in the Constitution of 1983.
