Why does Ohio have 88 counties?

Ohio's first county, Washington, was established by proclamation of Arthur St. Clair, governor of the Northwest Territory, in July 1788. It covered about half of present-day Ohio. Territorial governors created more counties the same way, and ten existed when Ohio became a state in 1803, few of them resembling today's counties. Early county government centered on courts and taxes, and the Ohio Supreme Court had to sit in every county once a year until 1851. The legislature kept dividing the large early counties until Noble County, the 88th, was formed in 1851. The Constitution adopted that year makes further changes hard: no county may be smaller than 400 square miles, and any law creating a county or moving a county line must be approved by the voters of each county affected.

Columbus is mostly in Franklin County, with smaller parts in Delaware and Fairfield counties.

Cleveland is in Cuyahoga County.
What county is Cincinnati in?
Cincinnati is in Hamilton County.
