Why Arizona's 15 counties are so large
Arizona started with four huge counties and has divided them only a few times. The first territorial legislature created Mohave, Pima, Yavapai and Yuma counties in 1864. Yavapai covered about 65,000 square miles and is called the "Mother of Counties": all of Apache, Coconino, Gila and Navajo counties, and parts of four others, were formed from it. The territory created ten more counties between 1871 and 1909, ending with Greenlee. No new county followed for 74 years. In 1983 voters split Yuma County, and its northern part became La Paz County. State law allows new counties by act of the Legislature, by statewide initiative or by county initiative. A county initiative must give each resulting county at least 0.75 percent of the state's population and assessed valuation, 100 square miles of private land, and at least three neighboring counties, or two plus the state line.
