Why Mississippi stopped at 82 counties
Counties in Mississippi are 18 years older than the state. In 1799 territorial governor Winthrop Sargent established Adams and Pickering, now Jefferson, by proclamation. As late as 1830, white settlement was confined mostly to the land between the Mississippi and Pearl rivers, and most of the state still belonged to the Choctaw and Chickasaw nations. The Treaty of Dancing Rabbit Creek in 1830 and the Treaty of Pontotoc Creek in 1832 forced both nations to give up their land, and new counties were laid out on it. Attala, founded in 1833, sits on former Choctaw land. The constitution makes new counties hard to form. It requires a separate majority vote in each part of every county that would lose land, and no county may be smaller than 400 square miles. Humphreys, formed in 1918, was the last new county.
