Arthur County existed on paper from 1887 but had no government of its own until 1913. Until then its area was under Logan County and, from late 1889, McPherson County.
After Garden County was created in 1909, Arthur and Grant counties claimed a strip along their western borders that Garden also claimed. Court rulings in 1916 and 1919 settled the lines.
Today's Pierce County is not the Pierce County of 1854. The original was eliminated in 1856, and a new Pierce County was created in a different part of the territory the same day.

Where Nebraska's 93 counties came from
County government in Nebraska began in November 1854, when Acting Governor Cuming proclaimed eight original counties: Burt, Washington, Dodge, Douglas, Cass, Pierce, Forney and Richardson. In March 1855 the first territorial legislature redrew them, renamed Pierce as Otoe and Forney as Nemaha, and provided for 16 more counties. A law of March 14, 1855 let a majority of voters in an unorganized county petition to organize it. Counties often existed on paper for years first: Lancaster was created in 1855 but not organized until 1859. In 1888 a vote of electors split Cheyenne County into four new counties, and another carved out Morrill in 1908. Garden, taken from Deuel in 1909, was the last new county. Arthur County, drawn in 1887, organized only in 1913, after settlement sped up under the Kinkaid Act of 1904 and the area grew from 517 people in 1900 to nearly 2,500 by 1910.
