How New York reached 62 counties

New York's county system began soon after the colony passed from Dutch to English control. The Duke's Laws of 1665 created ridings, judicial districts that worked as early counties. In 1683 the first Assembly of the colony established 12 counties and a sheriff for each. Two of them, Cornwall and Dukes, were deemed part of Massachusetts after 1691. The first state constitution, in 1777, recognized 14 counties, and two of those were ceded to Vermont in 1790 to settle the New Hampshire land-grant dispute. The State Legislature created all of the other 50. Through the 19th century, a new county was usually formed once an area had about 1,000 residents, often by splitting a county that had covered a vast area. The last was Bronx County, established in 1914.
