East Baton Rouge Parish and the City of Baton Rouge have had a consolidated city-parish government since January 1, 1949; the plan, approved by voters in 1947, abolished the parish police jury.
Some home rule parishes run a consolidated parish/city government instead of a police jury.

Why Louisiana has parishes instead of counties
The parishes started as church districts. The Orleans Territory first used twelve counties that roughly matched the Catholic parishes of the French and Spanish colonial periods. Those counties proved too large to run well, so in 1807 the legislature created 19 civil parishes, mostly on the old church lines. Counties lingered for elections and territorial taxes until the 1845 constitution, while the parishes took over civil, criminal and probate matters. The 19 parishes kept dividing as the population grew. Calcasieu, cut from St. Landry in 1840, was the largest parish, at over 3,600 square miles, until 1912, when Allen, Beauregard and Jefferson Davis were split off. A parish's governing body is traditionally called a police jury, a name made official by an 1811 law. In 2023, 41 parishes still had police juries; the other 23 operated under home rule charters.
