Baltimore City is an independent city. It was incorporated within Baltimore County in 1796, became a separate government in 1851, and the Census Bureau counts it as a county equivalent.
The first Charles County, created in 1650, lost all its land to the new Calvert County in 1654. The present Charles County dates from 1658.

How Maryland got 23 counties and a separate city
Maryland's counties formed over three centuries. St. Mary's, set up in 1637, was meant to serve the entire colony. Kent followed by 1642 to serve the east side of Chesapeake Bay, and Anne Arundel in 1650. Western Maryland was divided step by step: Frederick County was created in 1748, Washington was split from Frederick in 1776, Allegany from Washington in 1789, and Garrett from Allegany in 1872. Garrett was the last county formed. The state constitution still lets the General Assembly organize new counties, but only with the consent of a majority of voters in the area, and no new county may have less than 400 square miles or fewer than 10,000 inhabitants. Baltimore City is the 24th unit. It was incorporated inside Baltimore County in 1796, separated from it in 1851, and has been treated on a par with the counties since the Constitution of 1851.
