How New Hampshire's ten counties were formed
An act of April 29, 1769, divided the whole colony of New Hampshire into five counties: Rockingham, Strafford, Hillsborough, Cheshire and Grafton. Strafford and Grafton were not fully organized at first and stayed attached to Rockingham until 1773. The New Hampshire Association of Counties dates the start of county government to 1771. Coos was split from Grafton under an 1803 act, Merrimack was formed in 1823 and Sullivan in 1827. An 1840 law took Belknap and Carroll out of Strafford, bringing the total to ten. Courts are now a state system, and towns and cities carry out most local government. The counties pay for two of the costliest public services in the state, long-term nursing care and jails. Each county's budget is approved by its delegation, the members of the state House elected from that county, while three commissioners run day-to-day operations.
