How Oregon's 36 counties grew from four districts
Oregon's first counties were drawn while Britain and the United States still shared the Oregon Country under a joint occupancy agreement. On July 5, 1843, settlers meeting at Champoeg adopted a plan that divided the region into four districts: Twality, Yamhill, Champooick and Clackamas, which took in all land not in the other three. Twality and Clackamas alone covered all of present Washington. The Provisional Legislature renamed the districts counties in December 1845. By 1909 there were 34 counties. Voters approved each of the last three. Hood River was created by initiative in 1908. Jefferson and Deschutes were both cut from Crook County after Bend and Madras grew into rivals of Prineville, the Crook County seat. Public pressure split off Jefferson in 1914 and Deschutes in 1916.
