Latah County is the only Idaho county created by the U.S. Congress, in 1888.
Alturas and Logan counties were abolished in 1895 and combined to form Blaine County; Lincoln County was created two weeks later from part of the former Logan County.

How Idaho reached 44 counties
Washington Territory created Idaho's first counties to govern its gold camps. Shoshone County was set up on January 9, 1861, ahead of the Clearwater gold rush, and Idaho and Nez Perce counties followed in December 1861. Idaho Territory's first legislature created Owyhee County on December 31, 1863. Several later attempts failed: the supreme court voided Alta and Lincoln counties in 1891, a 1901 act creating Clearwater County failed in the courts, and voters rejected Selway County in 1917. The biggest wave came in the 1910s. Idaho's population roughly doubled between 1900 and 1910, from 161,772 to 325,594. The legislature then created 21 counties from 1911 to 1919, nearly half of today's 44. Caribou County, created on February 11, 1919, was the last.
