How North Dakota's county map settled at 53
North Dakota's first county, Pembina, was created by the Dakota Territory legislature of 1866-67 in the Red River Valley. Most of the eastern counties followed during the territorial boom; the Legislative Council's list dates 28 of today's counties to the 1880s. At statehood in 1889 the new state had 53 counties, but several in the west were unorganized and attached to neighbors for court purposes. For the next quarter century the western map kept changing. The legislature merged counties in 1892 and 1896, the state Supreme Court struck down the 1896 act, and new counties then came mostly by local vote. Sioux County was proclaimed in 1914 from the Standing Rock Indian Reservation, Slope was split from Billings the same year, and Grant, carved from Morton County after the 1916 election, became the 53rd and last.
