Why Hawaii has only five counties

Hawaii's counties date from its years as a U.S. territory, which began under the Organic Act of 1900. The territorial legislature first created counties in 1903, then passed the County Act of 1905, which established the five counties of Oahu, Hawaii, Maui, Kauai and Kalawao. Two years later the County of Oahu became the City and County of Honolulu. Kalawao is the odd one out. It covers only the Kalaupapa peninsula on Molokai, which the Hawaiian Kingdom set aside in the mid-1860s as an isolation settlement for people with Hansen's disease. State law puts the county under the jurisdiction and control of the Department of Health, which appoints its sheriff, and Maui County's charter leaves the settlement out of Maui County. The borders of Kalaupapa National Historical Park, created in 1980, exactly match those of Kalawao County.
