Washington County, home of the capital, Montpelier, was created as Jefferson County in 1810 and renamed in 1814.
Gores and grants are unincorporated, often uninhabited areas that belong to no town. The unorganized towns, grants and gores in each county share one supervisor appointed by the governor.

From two counties to 14: how Vermont was divided
New York claimed the area before Vermont broke away, and between 1766 and 1770 it created Cumberland and Gloucester counties entirely within present Vermont. Both disappeared when Vermont declared its independence from New York in January 1777. On March 17, 1778, Vermont created its own first two counties, Bennington and Unity, which was renamed Cumberland four days later. In 1781 Cumberland was divided into Windham, Windsor and Orange, and Rutland was cut from Bennington. Nine more counties followed between 1785 and 1835. Several new ones were not fully organized at first and stayed attached to older counties for courts and administration. County government in Vermont does little. Assistant judges run each county, and their main work is keeping up the courthouse and the county jail. Towns, cities and villages provide almost every local public service.
