Carson City, the state capital, is an independent city that also serves as a county government; it absorbed Ormsby County in 1969.

Bullfrog County, a 144-square-mile enclave in southern Nye County, was created in 1987 to collect federal payments under the Nuclear Waste Policy Act. A court found the law unconstitutional, and the Legislature repealed it in 1989.

How Nevada's counties were drawn

The first Nevada Territorial Legislature created nine counties on November 25, 1861. Three of them, Esmeralda, Churchill and Humboldt, made up four-fifths of the territory. With Lander and Nye added, Nevada had 11 counties when it became a state in 1864. Lincoln, Elko, White Pine and Eureka followed within ten years. Then more than three decades passed with no new county. Clark (1909), Mineral (1911) and Pershing (1919) were the last. The Pershing split was unpopular in Winnemucca, Humboldt County's main city, because Humboldt stood to lose a large share of its land. Two of the 1861 counties are gone. Lake, later renamed Roop, was merged into Washoe because so few people lived there, and Ormsby was consolidated with Carson City in 1969.
