When Wyoming's 23 counties were created
Wyoming's first county was created before Wyoming existed. Dakota Territory set up Laramie County on January 8, 1867, and it covered nearly all of the future state. After Wyoming Territory was organized in 1868, its counties were long strips that ran from the northern to the southern border, and many residents lived far from a county seat. People in Jackson Hole, for example, had to go to Evanston, 200 miles away, for trials. The state constitution tied new counties to wealth and people: a new county needed $2 million in taxable property and at least 1,500 inhabitants. Growth around the new railroads and irrigation projects led the legislature to create seven counties in 1911, among them Hot Springs, Lincoln and Platte. Sublette and Teton, created in 1921, were the last; a special law let Teton form before it met the legal minimums.
